Institutions must be HANDLED WITH CARE.

Friends ! Dictatorship is considered to be the worst possibe form of government. Dictators don't like institutions. The most basic thing they do is that they destroy institutions of state and society. Pick any name(dictator) of your choice and look to the history of his time. Study how he interacted with his institutions. I am sure that you won't find any exceptions. Sorry that I have used 'he', but the fact is that I hardly remember any female dictator. Institutions are the building block of any state or society at micro as well as macro level. So the most fundamental strategy by which one can rule the masses without any barrier is to cut out the institutions from their roots. I remember the days when we were in school. Our schooling was full of experiments. Though we were barely interested in all those, but we could hardly do anything as most of them were done from the end of our policy makers. Earlier the academic session used to span from January to December which was changed to April to March later on. Earlier we needed to take two examinations in an year, which was increased to six an year in 2003-04 perhaps. Well, that's not the issue. What I actually remember is the pattern of our examinations and incidents that followed after examinations. We used to take six different examinations every year― three unit tests and three term end examinations, which were converted into four formatives and two summative assessments in the years to follow.
